Mutton slow-cooked in the elaborate roasted coconut and whole spice xacuti masala — the most prestigious version of Goa's most complex curry.
Make roasted coconut masala: dry-roast grated coconut in a pan stirring until deep golden-brown.
Dry-roast roughly chopped onion until charred. Dry-roast all whole spices until fragrant.
Blend all roasted ingredients together with turmeric and minimal water into a very thick paste.
Heat 2 tbsp oil in a heavy pot. Add finely sliced onion.
Cook on medium for 10 to 12 minutes until deep golden.
Add the roasted coconut masala. Fry stirring for 6 minutes — oil should begin to surface.
Add finely chopped tomatoes. Cook 5 minutes.
Add mutton pieces. Coat with the masala. Cook on medium-high for 8 minutes to brown slightly.
Add 1/2 cup water. Bring to a boil. Cover and simmer on medium-low for 50 to 60 minutes until mutton is completely tender.
Season with salt.
