Heat 3 tbsp oil in a heavy pot. Add cumin, bay leaves and peppercorns — fry 20 seconds.
Add finely chopped onion. Cook 15 minutes until very deep golden-brown.
Add ginger-garlic paste. Cook 3 minutes. Add chopped tomatoes.
Cook 10 to 12 minutes until oil separates.
Add turmeric, coriander powder and red chilli powder. Cook 3 minutes.
Add mutton. Brown all surfaces on medium-high for 8 minutes.
Add 1 cup water. Bring to a boil. Cover and simmer on medium-low for 45 to 55 minutes until completely tender.
Add garam masala and salt. Simmer 5 minutes.
Garnish with coriander. Serve with roti or rice.
